This document is a testimony of one of the first steps that led to the Treaty of Saint Lorenzo that would shield the friendship between the United Estates and Spain. It is a credential of the President of the United States George Washington to William Short as ambassador of the North American United States in the Court of Madrid; it coincides chronologically with attempts to retake the pending negotiations between the two governments regarding the Mississippi.
